The University of the Philippines Open University (UPOU) proudly congratulates Dr. Rita C. Ramos, Assistant Professor at the Faculty of Management and Development Studies (FMDS) and Program Chair of the Master of Arts in Nursing (MAN) program, for her recognition as a finalist in the prestigious “Gawad Pangulo para sa Natatanging Inobasyon: Paglalahad ng mga Likha.”

Dr. Ramos’ project, “Filipinized Learning Management System with Integrated Web-based Related Learning Experience (RLE),” was selected as one of the Top 8 entries out of 18 evaluated proposals. As a finalist, her project received a grant to support its further development and implementation.

The Filipinized Learning Management System (FLMS) was developed to address the problems of unstable internet connections, accessibility, and responsiveness to the teaching and learning needs of Filipino nursing faculty and students. The FLMS’s design features include target user appropriateness, lower system operating and maintenance requirements, offline capabilities, and multi-modal means of content presentation and communication. 

This study, published in 2024 in SN Computer Science, demonstrated that FLMS has potential in addressing connectivity issues, featuring a user-friendly interface and offline capabilities.  The system supports effective delivery of online learning content despite slow internet speeds—an innovation that resonates strongly with UPOU’s mission to promote inclusive and transformative education.

A study from this research was also presented at the 2nd International Conference of Digital Business, Society and Economy (ICDBSE 2024) held at Sukhothai Thammathirat Open University in Thailand, titled “Unlocking Insights: Exploring Filipino Nursing Universities’ Experience with the Filipinized Learning Management System (FLMS).” 

The demo day was held on 17 June 2025, and the awarding ceremony took place on 20 June 2025 at the venue.  The Gawad Pangulo para sa Natatanging Inobasyon is part of the UP System’s Linggo ng Unibersidad celebration, showcasing outstanding projects that embody innovation, honor, and excellence in service of the Filipino people.
